I've spoken to a number of local business owners who are first generation immigrants and most of them have stories about local city police or firefighters coming by to solicit donations to police or firefighter charity events/causes. If the business owner declined or only donated a paltry sum, police and the local fire department and other regulating agencies would suddenly take a great interest in that particular business. They could have been operating for years without anything even remotely approaching that level of scrutiny. And now they've got all these cops and inspectors looking for all possible code violations or whatever the hell they could cite and hassle the owner workers customers for. The next time the police ask for a donation, they give generously. Now the fire department and local regulating agencies magically don't give a shit about following up on those violations or bothering them about a single thing. Not only does this happen to small businesses, they pull this shit on large businesses too. Been a manager for a big box retail store for 15 years and have numerous stories and incidences where things along these lines have happened with either local police or the fire inspector.
