Just imagine standing on the beach or on a boat and being able to see all the way to sunlight bouncing on the oceans floor. Fish and whales would look like they were just floating in midair beneath you! Given that refraction separates different wavelengths into different angles and the poster said invisible to all wavelengths, I'd say there's no refraction effect anymore. Water is pretty good at blocking out anything but the bluest lights past a couple of meters and even that past 100 or so (I don't dive so I don't really know). And it's pretty opaque when you get 1km+ of it together. That said, you're right in that if you left all the sediments and stuff it'd probably just look like a giant dust or sand storm hanging in midair beneath you.
